Nearshore tags split the composition by delivery region

Nearshore for the EU is the largest applicability tag in this composition, reached by 9 of the 28 companies: Sekurno, Bit Sentinel, Blaze Information Security, Cossack Labs, Devoteam Cyber Trust, imbus AG, QualityMinds, Qytera Quality GmbH and SQA Service, each with a delivery location in the EU, the EEA, Ukraine, Georgia, Serbia or Moldova. Nearshore for the USA reaches a separate group of 6 companies: imbus AG, SQA Service, Abstracta, QAlified, PLATO and TestLauncher, each with a delivery location in Canada, Mexico, Central America or South America. imbus AG and SQA Service are the only two of the 9 companies carrying Nearshore for the EU that also carry Nearshore for the USA. Five of the remaining seven, Sekurno, Bit Sentinel, Blaze Information Security, Cossack Labs and Devoteam Cyber Trust, hold the EU tag alone, while QualityMinds pairs it with Embedded team model and Qytera Quality GmbH pairs it with Performance engineering. TestLauncher is the only one of the 6 companies carrying Nearshore for the USA that holds that tag alone; the other three, Abstracta, QAlified and PLATO, each carry a second tag of their own.

Automation first companies divide further by a second tag

Automation first is reached by 6 companies in this composition: BugRaptors, Abstracta, QAlified, Moolya, 2i and QualityAI, each offering test automation as a service with a published case reporting a coverage or regression time metric. Moolya is the only one of the 6 that carries Automation first alone. BugRaptors and Abstracta also carry Performance engineering, Abstracta and QAlified also carry Nearshore for the USA, and 2i and QualityAI also carry Embedded team model. All 3 companies carrying Performance engineering hold at least one other tag, BugRaptors and Abstracta through Automation first and Qytera Quality GmbH through Nearshore for the EU, so no company in this composition reaches Performance engineering by itself. Embedded team model reaches 3 companies, 2i, QualityAI and QualityMinds, and every one of them already carries a second tag on this page, so this composition has no company that reaches Embedded team model alone either.

Two tags reach exactly one company each

Accessibility specialists is reached by exactly one company, PLATO, where accessibility testing is offered as a service and a published case reports an accessibility conformance metric; PLATO also carries Nearshore for the USA, so this composition has no company that reaches Accessibility specialists without a second tag. Security focus is also reached by exactly one company, Qualysec, where security testing is offered together with either penetration testing or a verified ISO/IEC 27001 certificate, backed by a published case, and Qualysec carries no other tag on this page.

Ten companies in this composition carry no applicability tag

Ten of the 28 companies carry no applicability tag on this page: Q-Pros, iBeta Quality Assurance, Bugcrowd, Bugwolf, Pointwest, RTTS, Secuna, VNCS, VSEC and Zoonou. Their published case records do not share one pattern: iBeta Quality Assurance documents a biometric liveness engagement for Veriff, and Bugcrowd documents a bug bounty program for Motorola Mobility and a penetration testing engagement for Rapyd. The other eight of the ten list no case study in this composition. The seven tags on this page each pair a service with a published case, or with a delivery location, so a company without a matching case or delivery location in this composition does not reach any of them regardless of its stated rate or certificate.

A confirmed certificate tests a different signal than any tag here

Nine of the 28 companies carry at least one confirmed certificate. Six of the nine carry no applicability tag on this page, and the other three, Blaze Information Security, Devoteam Cyber Trust and imbus AG, each carry Nearshore for the EU, with imbus AG also carrying Nearshore for the USA. A confirmed certificate records that a named accreditation body issued it and that the profile links to that record, which is independent of the service-and-case or service-and-location pairing every tag on this page tests. A public-sector buyer reading this composition needs both signals, since neither substitutes for the other.

How this ranking was put together

Membership is computed from the profile, not chosen: companies appear here when they list Public sector among the industries they work in, as their own profile states. Position in a ranking cannot be bought. Paid options are limited to the extended profile, labelled sponsor slots and lead forms, and none of them affect tags or order.

The table compares the fields that decide this axis: certificates, delivery locations, team size, plus the number of verified reviews on external platforms. Rates, minimum project size and onboarding time carry the source they came from next to the value.

  • Nearshore for the EU: At least one delivery location in the EU or the EEA, or in Ukraine, Georgia, Serbia or Moldova.
  • Automation first: Test automation is offered as a service, and at least one published case study reports a coverage or regression time metric.
  • Nearshore for the USA: At least one delivery location in Canada, Mexico, Central America or South America.
  • Embedded team model: The dedicated team engagement model is offered, and at least one published case study.
  • Performance engineering: Performance testing is offered as a service, and at least one published case study reports a throughput or latency metric.
  • Accessibility specialists: Accessibility testing is offered as a service, and at least one published case study reports an accessibility conformance metric.
  • Security focus: Security testing is offered, together with either penetration testing or a verified ISO/IEC 27001 certificate, and at least one published case study.

The criteria for this axis are on the methodology page, together with field definitions and the rule for editorial order. Changes of order are recorded in the changelog.

Questions

Does a company's headquarters country determine whether it can deliver work inside a required jurisdiction?
Headquarters registration does not decide it: a public-sector tender's jurisdiction clause requires that delivery stay inside a named country or bloc for the life of the contract, a fact this composition tracks as a delivery location field separate from headquarters. Headquarters here span 13 countries, from five companies in the United States and four in the United Kingdom to one company each in nine other countries, including Estonia, Uruguay, Romania, Australia and Bulgaria. Nearshore for the EU and Nearshore for the USA are both built from that delivery location field, so a company headquartered in India, the Philippines or Vietnam can still carry one of these tags through a delivery location in the required area. An agency checking that clause against a shortlist reads the delivery location field on the profile as the record that answers it.
How can a government buyer verify a vendor's claimed experience if the vendor's profile names no client?
A named clients field with no entries does not equal no experience: past performance is typically a mandatory part of a public-sector bid, so an agency evaluating a vendor whose profile names no client can request a reference contact or a redacted past-performance summary directly, as part of that bid rather than from the profile. 20 of the 28 companies in this composition name at least one client with a linked source, and 8 leave the field blank. A blank field records that no client name is publicly attached to that vendor, not that the vendor has no government work on file elsewhere.
Does a published engagement model tell a public-sector buyer how the first weeks of a contract will be run?
It names the shape of the contract and stops there. Dedicated team, staff augmentation and fixed scope say who holds the staff and how the work is priced; none of them says how kickoff runs, how long security clearance for delivery staff takes, or what counts as acceptance for the first sprint. Those three are settled with the shortlisted vendor before a statement of work is signed. The field itself is published by 22 of the 28 companies here.
How many companies in this composition state that they sign a BAA or a GDPR data processing addendum, and how many stay silent on it?
2 of the 28 companies in this composition confirm signing a BAA or a GDPR data processing addendum, and 26 of the 28 leave the question unanswered. None of the applicability tags on this page reads that field, so a confirmed BAA or DPA does not move a company toward or away from any tag shown here.

Every fact about a company comes from a listed source. A field without a source stays empty. A certificate counts as confirmed only when a registry, certificate or auditor report backs it; a certificate the company only claims about itself is published separately, under that label. Vendors can request a correction at hello@qa-rating.com. A correction is applied when it comes with a public source.
